We are seeking an experienced Instructional Design Expert with strong international experience to support the development and management of digital learning services on a large-scale learning platform in the context of international development cooperation.
This role requires strategic thinking, hands-on instructional design expertise, and experience working in multicultural and development-oriented environments.
Scope of Work
The expert will primarily lead service portfolio development and management, working in close collaboration with a pool of subject matter experts and project stakeholders.
Key responsibilities include:
1. Service Portfolio Development
• Development and continuous improvement of the platform’s digital learning service portfolio
• Collaborate with expert pools and technical teams
• Contribute to innovation and quality assurance processes
2. Digital Learning Content Development & Adaptation
• Instructional storyboarding (didactic design)
• Updating and adapting existing digital learning materials
• Information design (graphics, image editing)
• Web and UX design within authoring tools
• Multimedia development (audio and/or video integration)
3. eLearning Advisory Services
• Research and recommendations on emerging eLearning trends and best practices
• Scope and conceptualize new platform features
• Support and/or guide implementation of new platform functionalities
Required Qualifications
Education
Bachelor’s degree (or higher) in one of the following:
• Instructional Design
• Media Design
• Educational Sciences
• International Education
• Education Technology
• Education Management
• Education Psychology
• Higher Education
Required Experience
General Professional Experience
• Minimum 5 years of professional experience in e-learning, with a focus on instructional design
• Experience acquired within the last 10 years
Specific Professional Experience (each minimum 5 years within the last 12 years)
• Instructional design for Moodle-based platforms
• Development of storyboards and e-learning/virtual course content (ideally using H5P)
• Collaboration with subject matter experts to convert face-to-face training into digital learning formats
Development Cooperation Experience
• At least 2 years of work experience in partner countries of German development cooperation

• At least 2 years of experience in development cooperation projects
Language Requirements
• English proficiency: C1 level (CEFR)
• Additional language: French or Spanish at minimum B2 level (CEFR)
